Bitter disagreements about how to deal with the growing violence in Syria are damaging Washington's relations with China and Russia. Policy regarding the Syrian civil war has created worrisome tensions in these crucial bilateral relationships, which became evident as early as February 2012.

Following a decision by Moscow and Beijing to veto a United Nations Security Council resolution condemning the violence in Syria and calling for an immediate end to the bloodshed, US Ambassador to the UN Susan Rice stated that her country was "disgusted". The Chinese and Russian actions, she added, were "shameful" and "unforgivable".

Rice's boss, Secretary of State Hillary Clinton, used equally accusatory and inflammatory language later that month. "It is distressing to see two permanent members of the Security Council using their veto while people are being murdered ? women, children, brave young men," Clinton fumed. The actions by Beijing and Moscow were "just despicable, and I have to ask whose side are they on? They are clearly not on the side of the Syrian people", she said.

Not only could Rice and Clinton apparently use a refresher course in diplomatic language, Washington's response betrayed a troubling arrogance ? and that attitude has not improved in the intervening months. In early August, the White House explicitly blamed China and Russia for the failure of former UN secretary-general Kofi Annan's mediation mission to Syria.

The Obama administration seems even more frustrated and angry at China's conduct than at Russia's.

US officials concede that Moscow has long-standing economic and strategic ties with the Syrian government, not only under Bashar al-Assad but also with his father in earlier decades. Russia supplied Damascus with economic and military aid throughout the Cold War, and the "naval maintenance facility" in Tartus is the only military installation that Russia has in the Mediterranean region.

Therefore, Russia's decision to stand by Assad does not come as a great surprise. From Washington's standpoint, though, Beijing's stance is far more puzzling and frustrating. But China's policy position is not only comprehensible, it is also reasonable.

Recent comments by Wang Kejian, a deputy director at the Chinese Foreign Ministry, contained an important clue regarding Beijing's underlying worries about the US-led efforts on Syria. Wang told a news conference in early August that "some Western countries" had hindered and even sabotaged the diplomatic process by advocating regime change in Syria.

That comment was clearly directed at Washington and its NATO allies, who have repeatedly demanded that Assad step down. The solution to the Syrian crisis must be a political one, Wang argued, with the option of military intervention taken off the table.

That point underscores the core of Beijing's concerns. It is not just the probable negative effect of Washington's policies on Syria itself, although that certainly is a significant motive. China was Syria's largest trading partner in 2011, with Syrian exports to China totaling more than $2.4 billion. China is also a major stakeholder in Syria's oil industry, which before the civil war showed the promise of growth. Beijing's primary worry, though, is about the broader, negative implications of Washington's Syria strategy for the Middle East and the entire international system.

Chinese officials suspect, with good reason, that the Assad regime is not the primary target of the US and its allies. Assad's principal offense was his willingness to be a major (and, increasingly, the only significant) ally of Iran's clerical regime. That stance not only infuriated the West, but also key Sunni countries such as Saudi Arabia and Turkey.

As part of Washington's strategy to isolate Iran and make it impossible for that country to develop nuclear weapons, the Obama administration decided to back the Saudi-Turkish strategy to oust the Assad government. That strategy is part of the ongoing regional rivalry between those leading Sunni powers and Shiite Iran.

But Beijing correctly concludes that Washington's approach is very dangerous. It could easily intensify the already explosive tensions between the Sunni and Shiite branches of Islam and set the entire Middle East aflame. In addition, bringing down Iran does not serve Chinese economic or diplomatic interests. Iran is a major supplier of oil to China's economy, and deposing the current Iranian government would strengthen the already dominant US position in the Gulf ? increasing Washington's grip on China's oil lifeline from that region.

A still broader concern for China (as well as Russia and other countries) is that US policy regarding Syria is merely the latest manifestation of a global strategy to use forcible regime change to advance the interests and policy preferences of the US and its Western allies.

That policy was already evident in the Balkans during the 1990s, Iraq during the Bush administration, and more recently in Libya. It looks suspiciously like a power play to assert undisputed US global dominance. Even if that is not Washington's intent, the proliferation of US-sponsored regime-change wars makes China and other countries uneasy.

The Obama administration should back off from Syria and respect the concerns of China and Russia. US officials in particular need to mute the shrill rhetoric directed against their fellow permanent members of the UN Security Council. Above all, Washington needs to realize that hostile, bullying comments cause needless tensions in relations with those countries.

That outcome is especially unfortunate, since the bilateral relationship with China is perhaps the most important one of all for the US. It would be folly to let disagreements over Syrian policy do lasting damage to ties with China, but that is where the Obama administration seems to be headed.

Iran rejects IAEA charges over Parchin military base

Iran on Friday rejected allegations in a new International Atomic Energy Agency report that it was frustrating UN inspection of a suspect military site by apparently scrubbing it clean.

"These statements have no technical basis. Anyone who has expertise in this area knows that these statements are mere pretexts and that one cannot clean a site" of nuclear work, Foreign Minister Ali Akbar Salehi told the ISNA news agency.

The restricted report, seen by AFP on Thursday, says the IAEA's ability to inspect Parchin has been "significantly hampered" by the clean-up.

It repeated its suspicions that the base might have been used for experiments using conventional explosives to design a nuclear warhead, and stressed that Iran has repeatedly refused access to the site on the grounds it was a non-nuclear facility.

The IAEA report also said Iran has doubled its uranium enrichment capacity at an underground nuclear facility in Fordo by installing more than 1,000 new centrifuges, although they have not been put into operation.

The IAEA said it was still "unable to provide credible assurance about the absence of undeclared nuclear material and activities in Iran, and therefore to conclude that all nuclear material in Iran is in peaceful activities."

Western and other governments suspect Iran has been trying to develop a nuclear weapons break-out capability. Tehran denies any such ambition, insisting its nuclear programme is exclusively for power generation and medical purposes.

Ford Motor Co. says its Focus small car is on track to become the best-selling car in the world this year, trumping the Toyota Corolla.

Ford sold 489,616 Focus sedans and hatchbacks worldwide in the first half of 2012. That was almost 27,000 more than the perennial best-seller, the Toyota Corolla.

Ford made the announcement at its assembly plant in Rayong, which opened in May to build the Focus. The Thailand plant, which is one of Ford's most advanced, has the capacity to produce 150,000 cars per year for sale in Thailand, Vietnam, Australia and other countries in the region.

Ford's recently revamped Focus is sold in more than 100 countries worldwide. It's a strong seller in the U.S., where Focus sales were up 31 percent in the first half of the year compared with 2011. But the Corolla is still king in the U.S., where it outsold the Focus by nearly 27,500 in the first half of the year.

The Corolla could still top the Focus worldwide, too. Last year at this time the Focus was ahead of the Corolla, but the Corolla pulled through in the end, outselling the Focus by around 100,000 vehicles, according to IHS Global Insight, an industry consulting firm.

At the plant Friday, Ford executives were also celebrating the production of the 350 millionth vehicle Ford has made since its founding 109 years ago.

NASA launches twin satellites to radiation belts | Technology - KVAL

CAPE CANAVERAL, Fla. (AP) - Twin satellites rocketed into orbit Thursday on a quest to explore Earth's treacherous radiation belts and protect the planet from solar outbursts.

NASA launched the science probes before dawn, sending them skyward aboard an unmanned rocket.

"They're now at home in the Van Allen belts where they belong," said Nicola Fox, the deputy project scientist for the Johns Hopkins University Applied Physics Laboratory.

It's the first time two spacecraft are flying in tandem amid the punishing radiation belts of Earth, brimming with highly charged particles capable of wrecking satellites.

These new satellites - shielded with thick aluminum - are designed to withstand an onslaught of cosmic rays for the next two years.

"We're going to a place that other missions try to avoid and we need to live there for two years. That's one of our biggest challenges," said Richard Fitzgerald, project manager for Johns Hopkins.

Fitzgerald wore a black tuxedo for the big event, "my good-luck tux." It's the same suit he wore for the launch of another set of twin science satellites that still are going strong after 10 years. "I'm hoping for the same" with these Radiation Belt Storm Probes, he said.

The Johns Hopkins lab built the radiation belt probes for NASA, and is operating them from Maryland following a week of launch delays.

Scientists expect the $686 million mission to shed light on how the sun affects the Van Allen radiation belts, named after the astrophysicist who discovered them a half-century ago.

Earth's two doughnut-shaped radiation belts stretch thousands of miles into space; these inner and outer belts are full of high-energy particles from the sun and elsewhere in the cosmos, trapped by Earth's magnetic field.

Normally, the belts remain well above the International Space Station and low-flying satellites. But the belts can expand during solar storms right into the paths of orbiting spacecraft. If severe enough, the storms can cripple satellites and endanger astronauts, and disrupt power and communications on the ground.

The goal of this mission is to improve space weather forecasting.

"The Earth responds to what's coming from the sun, so we say, 'If the sun sneezes, the Earth catches a cold,' " said Nicola Fox, deputy project scientist for Johns Hopkins. The symptoms vary widely and need to be better understood, she said.

Science instruments aboard the nearly identical spacecraft will measure the high-energy particles coursing through the radiation belts and numbering in the trillions.

The satellites will traverse both the inner and outer belts, flying as close as 300 miles to Earth and as far away as almost 20,000 miles, and occasionally lapping one another. At times, the probes will be 100 miles apart, at other times 24,000 miles apart, or three of Earth's diameters.

Fox said the beauty of having two satellites is that scientists will see whether energy disturbances affect just one or both, allowing for measurements over space as well as time.

Earth is hardly alone in this curious setup.

Jupiter, Saturn, Uranus and Neptune also have magnetic fields and radiation belts. While the processes are understood, mysteries abound. Fox likens it to making a cake: "You know all the ingredients but you're not quite sure of the proportions of each piece in each given storm."

Compared with the simple Geiger counter on America's first satellite Explorer 1, which uncovered the radiation belts, these two new 1,400-pound probes contain the latest in microelectronics. Each satellite has eight science instruments.

"This is a phenomenal set of instruments," said University of Iowa physicist Craig Kletzing, a principal investigator. "This is the best that's ever been flown in the radiation belts, and we'll make tremendous advances."

The University of Iowa is where James Van Allen spent his famed career. His 1958 discovery of the radiation belts are said to be the first scientific discovery of the Space Age.

Sarah Van Allen, his daughter, was at the mission control center in Laurel, Md., for Thursday's launch.

For now, these newest satellites are called A and B. After a two-month checkout, NASA plans to give them real names.

Perhaps Van and Allen? That's what Fox calls them "because they're close to my heart."

Van Allen was 91 and dying when the Radiation Belt Storm Probes won approval in 2006. How would the late Van Allen feel about the endeavor?

"Very pumped up," Kletzing said.

It took NASA three tries to launch the spacecraft. Last week's attempts were thwarted by trouble with a tracking beacon on the Atlas V rocket and then stormy weather. NASA opted to wait until the passage of Hurricane Isaac before trying again.

The Saints were forced to scramble when Isaac set course for New Orleans. They played a preseason game on Saturday night, then rearranged their plans and spent Sunday and Monday evacuating their families and preparing their homes for the storm.

They've been through this drill several times already. The Saints (No. 9 in the AP Pro32) played their entire 2005 season away from New Orleans after Hurricane Katrina devastated the region. They practiced in Indianapolis the week before their 2008 season opener after Hurricane Gustav forced an evacuation.

Needing a place to practice for their final preseason game on Thursday in Tennessee, the Saints found enough open hotel rooms in Cincinnati and received the Bengals' permission to use the visiting locker room at Paul Brown Stadium and work out on the adjacent fields.

Most of the team flew into town on Monday night. A few players arrived on Tuesday morning after evacuating their families. Brees drove his family to Birmingham, Ala., then flew to Cincinnati on Tuesday morning.

When they weren't in meetings or practice, players were on their cell phones or watching the storm's progress on television.

"I'm glued to the TV, just trying to see where that storm's tracking and how strong it is and what the projections are," Brees said. "The crazy thing is we're going to play a game in Nashville and by Thursday evening, the (remnant) of the storm is supposed to be there. So you can't really escape it."

The Saints held a team meeting on Tuesday morning, followed by practice and another meeting. They planned a light workout on Wednesday morning before flying to Nashville for a game that will mark another transition for the team.

Head coach Sean Payton was suspended for the season as part of the Saints' bounty scandal. Assistant Joe Vitt took over on an interim basis, but will start his six-game suspension next week. Offensive line coach Aaron Kromer will be in charge while Vitt is away.

In addition to handling the Saints' hectic week, Vitt is figuring out how to turn things over to Kromer during the final preseason game.

"Really, I'm phasing out and he's phasing in," Vitt said. "His role will expand in the game on Thursday night. This is really the second phase of the transition that's going to have to take place."

So much has happened to the Saints in the offseason because of the bounty scandal that the schedule and travel changes didn't seem to bother them very much.

"There is always adversity, there is always something that happens," offensive tackle Zach Strief said. "This year it happened in the offseason.

"There is always going to be something, but I think the staff has been proactive on speaking about you'll be judged based on how you handle that. Some teams handle the adversity by tanking. Some teams handle the adversity by rising to the occasion. I think we've been pretty successful of that here in the past. This is just another one of those things."

Strief grew up in nearly Milford and took a few players out to a local chili parlor when they arrived on Monday night. He was having a ribs restaurant supply food on Tuesday.

Safety Roman Harper considered it part of being with the Saints.

"We are the best team in the league at mid-stream adjustments," Harper said.

The Bengals were leaving the stadium while the Saints arrived on buses Tuesday. Bengals offensive tackle Andrew Whitworth, who lives in Louisiana, was hoping to get in touch with some of the Saints during their brief visit.

"I know some of the guys up here and will try to reach out to them," Whitworth said. "They've had to deal with a lot over the years. It's just another year or another something that's probably made them as tough as they are as a football team, all the adversity they've overcome."

The Job

This is a laboratory based role for a scientist to become part of a growing analytical department. The main focus will be to perform a range of analytical techniques for protein characterisation and comparability studies for antibodies and other recombinant proteins manufactured by our client.

Responsibilities:

Carry out analysis for characterisation of protein products by a range of analytical techniques, to include Mass Spec, HPLC analysis (size exclusion, ion-exchange and reversed-phase), gel electrophoresis, western blotting, oligosaccharide analysis and peptide mapping as required.
Provide data, and data interpretation, for inclusion in characterisation reports.
Assume a share of laboratory management activities, including control of reagent delivery, stock checks and documentation.
Provide training and support for individuals requiring use of characterisation processes within the group and other departments
This role may provide opportunity for development to increased responsibilities within the department, including additional analytical techniques, and authorship of characterisation studies and reports.

Candidate Requirements:

Experience of working with proteins in an industrial laboratory environment to GMP is essential.
