Fishermen and others who have long enjoyed the pond near the golf course are alarmed about the volume of fish found floating or gasping for oxygen. Most are estimated to be 3-7 pounds and a few as large as 12 pounds, according to Andrew Simpkins, who took photos of the dead fish on Sept. 27.

Simpkins, who witnessed more than 30 dead bass, posted his photos along with the following comments on Belly Boat Bass Club?s message board, an online forum for anglers:

?Sure is sad to see fish that big dead! Would have loved to catch and release just one of those bass! Fish of a lifetime, just floating on the surface! It takes A LOT to kill a fish that old! Doesn?t it? Something major went wrong!?

Speculation about the causes range from golf course run-off, highway construction, pH levels, pollution, and even garbage. Simpkins recently caught three plastic grocery bags on his spinner.

Disgusted and disappointed over the condition of the lake, Jennifer Kesser filed a ?Complaint on Dead Animals? to Rohnert Park city officials on Sept. 26. Her brother, James Kesser, also took photos of the dead fish.

?I am horrified by the dead wildlife floating by the hundreds. How awful this cute pond where I used to to eat lunch is now a cesspool. Why is RP not acting?!!? she wrote in the report.

Tom Kelly, a general services supervisor for Rohnert Park who oversees the landscape around the lake, responded in his report that ?the water is doing its natural seasonal turn over,? which could be responsible for the die off. He said it happens every year, but this is the first one anyone has complained about it.

Kelly claims the lake?s primary use is as a holding pond for irrigation. He says the water is shallow and warm, especially in summer months, and possibly not cold enough to sustain the amount of wildlife it contains.

Each May, the Rohnert Park Fishing Derby stocks the lake with 1,000 fish for its annual competition.

?Maybe if the fish aren?t all caught at the Derby, the natural amount the pond can support could be limited,? Kelly speculated in a phone call with the Press Democrat.

Although reports on the death toll have been estimated to be in the hundreds, Kelly says he ?never saw anything? like that when he walked the perimeter and cannot confirm a number. He also said he could not confirm the rumor that the Department of Fish and Game came out to assess the current state of the lake or determined the cause of death to be a lack of aeration.

Science Center President Jeffrey Rudolph pounced on the idea. By August 1992 ? three months after Endeavour's maiden voyage ? Rudolph had blueprints showing a retired orbiter perched upright in a yet-to-be-built wing of the museum devoted to air and space exploration.

Even as long-range plans go, this was a doozy ? "pie in the sky," Phillips recalled recently. But two decades later, the shuttle sketched in those blueprints sits in a hangar at Los Angeles International Airport, awaiting a two-day celebratory crawl over city streets to its permanent home at the Exposition Park museum.

Phillips and Rudolph are being congratulated for their prescience. But having foresight was only the first step.

When Endeavour rolled off the production line 21 years ago, it was to replace the Challenger, which exploded shortly after launch in 1986. The new "jewel of the fleet" had more bells and whistles than other orbiters and was expected to fly 100 missions over the coming years. But it would complete only 25.

In 2004, not long after another of the shuttles, Columbia, disintegrated on reentry, then-President George W. Bush announced that the shuttle program was coming to an end.

NASA began planning for retirement, and in 2008 asked interested museums to submit a 25-page proposal describing how they might display a shuttle.

Twenty-one museums, space centers and institutions replied, including the California Science Center. Speculation began to mount over where the shuttles would go.

Many assumed that the test shuttle Enterprise, which was at a Smithsonian museum in Virginia, would be swapped with one of the three other orbiters. The Kennedy Space Center Visitor Complex in Florida was a front-runner. Other possibilities included Seattle, home of Boeing, and Dayton, Ohio, which has the Air Force Museum and touts the birthplace of the Wright brothers.

"Not a lot of folks thought of us as a favorite," Rudolph said.

Many applicants went public with their lobbying efforts, drawing support from senators and other elected officials.

Houston, the "Space City" that boasts Johnson Space Center, launched an extensive public relations campaign that included 90,000 letters of support. The families of the astronauts who died aboard Challenger and Columbia met with NASA's top administrator to urge selection of the Texas city. State lawmakers wrote to President Obama, arguing that denying an orbiter to Houston would "forever diminish the service" the city provided to the shuttle program and "create a blemish on its significance to the legacy of NASA."

The Science Center took the opposite path. The museum solicited no letters of recommendation, made no public pleas.

In the proposal, Phillips wrote about the educational opportunities a shuttle would provide the free, state-run museum. He included exhibit designs and described how the museum would explain the science and engineering behind a shuttle.

"We were trying to let NASA understand that we were creative in our thinking, that we had thought about this for a long time," Phillips said.

The museum planned to draw on the aerospace industry's strong Southern California roots, explaining how the shuttle was built. Although the orbiter would be seen but not entered by the public, the Science Center would bring the mid-deck living quarters ? and toilet ? out for display so visitors could see what life was like for astronauts. Other elements would be brought into the museum to re-create the launch stack.

Phillips sent in the application in March 2009. Ten months later, NASA issued another request for information. The new head of the agency, Charles Bolden, had asked for a reevaluation of the selection process. Bolden wanted the shuttles housed in locations that would draw a large number of visitors ? local, domestic and international ? to "serve NASA's goal of expanding outreach and education efforts to spur interest in science, technology and space exploration."

This time, 29 institutions expressed interest. NASA narrowed the list to 13, including the Science Center, the San Diego Air and Space Museum, a Chicago planetarium, Johnson Space Center and several other NASA sites. The finalists were scored on a series of criteria, including their funding, international access, attendance and ability to meet the shuttle delivery schedule.

Merciful Assistance or Physician-Assisted Killing?Imagine that your father, age 85, has been diagnosed with a terminal illness and given only three months to live.

Fortunately, he is still well enough to walk, and finds himself one night near a tall bridge. Having contemplated the suffering he believes will attend his final days, he decides to end his life by jumping off the bridge. However, he is too weak to hoist himself up atop the protective railing.

Suddenly, he sees his very own physician, Dr. Jones, walking by. He begs Dr. Jones to help him climb atop the railing, adding, ?Don?t worry, Doc, it will be my decision to jump.? The doctor is taken aback, but quickly determines that his patient is not psychotic or severely depressed, and is capable of making a rational decision regarding suicide. The doctor tries to persuade your dad that pain and suffering can usually be well-controlled during the final days, but the patient is insistent: he wants to end his life.

Would you agree that Dr. Jones is fulfilling his obligations as a physician by assisting your father in jumping off the bridge?

If not, would you support the doctor?s providing your father with a lethal dose of medication?

From the standpoint of medical ethics, I see no fundamental moral difference in a doctor?s assisting a patient to jump off a bridge ? without, of course,?pushing?him off ? and a doctor?s prescribing a lethal dose of medication to ?assist? in the patient?s suicide. The main difference is that, whereas anybody can assist a suicidal patient in climbing over a bridge railing, only physicians and a few other health care professionals are authorized by law to prescribe medication ? and, in Oregon and Washington state, to prescribe lethal medication for ?physician-assisted suicide? (PAS).

Of course, there are important?procedural?differences between my bridge scenario and the way PAS is handled in these states. There are numerous procedural safeguards in place to ensure that dying patients are thoroughly evaluated, and not pressured or coerced into requesting lethal medication ? though the evidence is mixed as to how effective these safeguards have been. One study of physician-assisted suicide in Oregon and the Netherlands found no evidence that disadvantaged groups (such as the elderly or disabled) are being disproportionately affected by the laws (Battin et al). On the other hand, another study (Finlay and George) concluded that, ??there is reason to believe that some terminally ill patients in?Oregon?are taking their own lives with lethal drugs supplied by doctors despite having had depression at the time when they were assessed and cleared for PAS.?

From a strictly ethical perspective, I believe physicians have no more business helping patients kill themselves with lethal drugs than they do helping patients jump off bridges ? regardless of how ?voluntary? the patient?s decision may be. Clearly, neither action is compatible with the traditional role of the physician as healer. Indeed, psychiatrist and ethicist Dr. Thomas Szasz has argued that ?physician-assisted suicide? is merely a euphemism for ?medical killing.? For these reasons, I am opposed to the November ballot initiative in Massachusetts for a measure that would allow terminally ill patients to be prescribed lethal drugs.

And yet, as always, there are two sides to the story. When my 89-year-old mother was in her final days, she was in a good deal of discomfort much of the time. Despite having first-rate home hospice care, and the availability of powerful pain relievers ? which my mother often refused to take ? her dying was not an easy or peaceful process, for her or for our family.

There were times when I wondered if I could ever bring myself to provide her with the Oregon ?solution.? ?Fortunately, my mother never requested this, and overall, I believe my family made her final days as dignified and comfortable as she would permit.

The debate over PAS often is clouded by a mistaken understanding of the dying process. Some advocates of the Oregon and Washington approach argue that the dying patient who wants to end her life has no recourse but to take a lethal drug prescribed by her physician. But in truth, ?competent, dying patients may end their lives by simply refusing food and drink. Indeed, medical ethicist Cynthia Geppert MD, PhD informs me that voluntary refusal of food and drink is now considered an accepted approach to dying, in palliative care medicine.

Many readers will instinctively recoil from this claim. ?How could you let your loved one die of hunger and thirst?? they will understandably ask. But we usually ask this based on our own unpleasant experiences of hunger and thirst, as healthy, active persons. For the dying patient, voluntary refusal of food and fluids does not result in an agonizing or painful death, as a report in the?July 24, 2003?New England Journal of Medicine?concluded. According to the 307 hospice nurses surveyed in this study, most patients will die a ?good? death within two weeks after voluntarily stopping food and fluids.

We may agree, as a society, that competent adults ought to be?at liberty?to end their own lives. But this is not the same as asserting their ?right? to commit suicide, much less insisting that physicians should be complicit in fulfilling such a right. Unlike liberties, rights impose reciprocal obligations on others. And, in my view, the physician?s obligation during a patient?s final days is to do everything medically possible to relieve pain and suffering ? not to relieve the patient of his life.
