China is the second biggest economy in the world and has been the engine for global growth. But now China is expected to grow at its slowest rate in 13 years, dragging down the rest of Asia with it. The IMF, in its global forecast today said China's growth will slow to 7.8 percent and won't return to double digits anytime soon.

Still China will remain a key competitor to the U.S.?the largest economy in the world ? and a trading enemy, says to Dartmouth Professor Richard D'Aveni.

He says the U.S. is in an economic cold war with China that it could potentially lose because U.S. free trade policy can't compete with China's state-sponsored capitalism.

"The Chinese form of capitalism allows them to focus the massive power of the entire government to do whatever they want." For example, says D'Aveni, China can set the global price of steel due to economies of scale and massive sales?dumping?of steel at below-market prices.

Professor D'Aveni, author of "Strategic Capitalism: The New Economic Strategy for Winning the Capitalism Cold War," says current U.S. policy of filing WTO cases opposing Chinese trade policies won't work. "At the end the Chinese will make a very polite concession with some kind of slippery loophole in it, apologize and then go along with doing whatever they wanted."

He recommends that the U.S. "do away with free market capitalism" which dates back only to the early twentieth century, when the income tax replaced duties and tariffs to fund government and play hardball with the Chinese."Recognize that free trade is only for friends," he says.

If the Chinese want access to our markets they have to give us access to theirs, says D'Aveni. We should "disrupt their economic system the way they have with ours."

He also suggests the U.S., like China, align government policies to advance economic interests-- building a portfolio of industries to support, underwriting basic research, even creating a manufacturing technology incubator.

"Our leaders must take measures to be sure Americans get their fair share?and them some?to create a resurgent middle class in America. ?We must go on the offense?play to win," he says.

Food Mazaa: MASALA PASTA

This is sort of a fusion dish. I have given the pasta an Indian touch like I always prepare the Maggi noodles trying out with different masalas and veggies to suit my tastebuds.

Ingredients:
Pasta ----?? 1 cup? (use any variety)
Red, yellow and green Capsicums/bell peppers --- 1 each
Onion ------ 1
Tomato ---- 1
Garlic ------ 1 tbsp
Cumin powder?-- 1/2 tsp
Turmeric powder?--- 1/4 tsp
Red chilli powder?--- 1/4 tsp
Tomato ketchup?--- 1 tbsp
Pav bhaji masala?--- 1/2 tsp ( add any masala available at home )
Coriander leaves --- handful
Salt ---------------- to taste
Oil

Method:
1. Boil the pasta adding a little salt and oil. Drain and run cold water. Add a little oil to avoid sticking. Set aside.
2. Slice the onion, tomato?and capsicums into long strips.
3. Heat oil in a wok and saute the garlic. Add onions and fry for a couple of minutes.
4.Tip in the capsicums, tomato?and all the spice powders. Check the salt. saute and simmer for a minute until the capsicums are cooked. Keep them crunchy and do not over-cook.
5. Stir in the ketchup, boiled?pasta?and mix. Garnish with chopped coriander leaves.
Serve with garlic bread.

GARLIC BREAD:
Use any kind of bread rolls.
Mix a little crushed garlic. oregano and a pinch of salt with butter.
Appy to the bread inside and on top. Place it in the oven before serving.

NYPD officer who shot unarmed motorist 'eager' to tell his story

NEW YORK (Reuters) - The New York police detective who fatally shot an unarmed motorist last week is "more than eager" to tell his side of the story to any investigating authorities, his attorney said Monday after receiving word the city's police commissioner called for a grand jury probe of the incident.

New York Detective Hassan Hamdy's "pulling the trigger did not occur in a bubble," said attorney Philip Karasyk. "Way before that happened, the driver was acting in such a manner as to continuously raise the level of threat" to the police, he said.

The police said Hamdy shot Noel Polanco, 22, just after 5 a.m. on October 4 after pulling the U.S. Army reservist over for erratic driving on a Queens highway. Karasyk said his client maintains that Polanco ignored police orders to put his hands in the air and instead reached down with both hands to the car's floorboard.

An NYPD statement released last week is consistent with Krasyk's description of the lead-up to the shooting.

But witness Diane DeFerrari, 37, a bartender whom Polanco was driving home from her work at a Queens nightclub, said Polanco's hands never left the wheel, according to attorney Sanford Rubenstein, who is also representing Polanco's mother.

The conflicting accounts have led New York Police Commissioner Ray Kelly to call for a grand jury investigation into the shooting, The New York Post reported on Monday.

The shooting "will require what I believe to be a grand jury investigation to determine precisely what happened there," Kelly told the paper.

An NYPD spokesman did not respond to requests for comment on Kelly's remarks.

Karasyk declined to make Hamdy available for an interview.

Queens District Attorney Richard Brown has launched an investigation into the incident, as has the NYPD.

A funeral for Polanco with U.S. military honors is being planned, Rubenstein added.

?The shortcomings of the current international monetary system pose a big threat to China?s economy,? he said. ?With more alternatives, the margin for the U.S. would be greatly narrowed, which will certainly weaken the power basis of the U.S.?

Zha?s comments were highlighted at a seminar in Bahrain this week on the geopolitics of currencies organized by the International Institute for Strategic Studies, a London think tank.

GoldCore brought up these issues back in 2005. Rising economies of China, India and the Middle East are looking at trading options that do not include the greenback.

Not only the East but their financial ministry colleagues in the West are also questioning the current monetary order. ?Change is certainly around the corner.

At the Clinton Global Initiative last week Goldman Sachs CEO Lloyd Blankfein said that the US could risk its status as the world?s reserve currency if congress fails to act and the ?fiscal cliff? program of tax increases and spending cuts is enacted January 1st.

If the US continues its trillion dollar deficits and does lose its reserve currency status what will a world without a reserve currency look like? ?That is what economists, think tanks and finance ministers are grappling over today.

John Williamson, one of the foremost academics on exchange rates, and a senior fellow at the Peterson Institute for International Economics in Washington examined the benefits of the US dollar?s reserve status.

He recognized two ways that US power is enhanced in the world economy by the greenback?s dominant role, which he doesn?t see challenged in the next 25 years.

First, the $3.2 trillion in official reserves that China has accumulated in maintaining the yuan?s semi-fixed peg to the dollar tie Beijing?s policy hands. That is because any hostile gesture, such as a threat to shift out of dollars, would destroy Chinese wealth.

Second, because of the extensive private use of the dollar globally, the United States is better able to enforce a financial embargo such as the one now directed against Iran.

China also faces risks including foreigners reinvesting their yuan back into China?s security markets. ?Such inflows may alter exchange rates and interest rates and would weaken the Communist Party?s grasp on their economy which would create an unpredictability that is against the iron rule it enjoys.

Currency wars are not new and often rising economies show their resentment of incumbents, notably the USA, who they view as printing money first and worrying about the effect on the global economy later.

Surjit Bhalla, Indian economist and author of ?Devaluing to Prosperity? feels the massive undervaluation of the yuan was a major reason for China?s meteoric rise and the deep economic imbalances that led to the 1997/98 Asian financial crisis and the 2008 global crash.

He sees little merit in greater international use of the yuan but expects Beijing to push up its real exchange rate by 3-5% a year in order to help lift private consumption to at least 50 percent of national output over time from around just 35 percent now.

?This will be one of the most remarkable win-win situations of recent times,? said Bhalla, chairman of Oxus Investments, a New Delhi hedge fund. ?Currency peace is breaking out. There have been currency wars, but now is time to enjoy the peace.?

ABBA's Agnetha Faltskog prepares comeback

(AP) ? Agnetha Faltskog, one of the former members of Swedish pop band ABBA, is preparing for a comeback and has returned to the recording studio after more than eight years of musical silence.

The singer's spokesman, Staffan Linde, told The Associated Press Thursday that the 62-year-old Faltskog is working alongside Swedish songwriter Jorgen Elofsson, who has previously penned and produced tunes for megastars including Britney Spears, Celine Dion and boy band Westlife. He could not say when the new album will be released.

After ABBA split in the early 1980s, Faltskog pursued a solo career for a few years, but then went into a music hiatus for most of the 1990s. Her last album, "My Colouring Book," contained cover songs and was released in 2004.

Jerome de Bontin hired as Red Bulls' GM

HARRISON, N.J. (AP) - Erik Soler has been replaced as general manager of the New York Red Bulls by Jerome de Bontin.

The Major League Soccer team announced the front office shakeup on Tuesday, saying that Soler will remain with the club as an internal adviser.

De Bontin will oversee the club's business operations, while Gerard Houllier, who was appointed the head of global soccer for Red Bull this past July, will oversee all sporting aspects of the team.

De Bontin is a board member of the U.S. Soccer Foundation. An Amherst College graduate, he also served as president of the French team Monaco.
