(CNN) ? Democratic Sen. Dianne Feinstein of California said Sunday the president will soon have legislation ?to lead on? in the gun control debate, announcing she will introduce a bill next month in the Senate to place a ban on assault weapons.

?We?ll be prepared to go, and I hope the nation will really help,? Feinstein said on NBC?s ?Meet the Press.?

The senator said she?ll introduce the bill when Congress reconvenes in January and the same legislation will also be proposed in the House of Representatives.

?We?re crafting this one. It?s being done with care. It?ll be ready on the first day,? she said, adding that she?ll soon announce the House authors.

Many lawmakers and politicians have called for stricter gun control laws at the federal level, including a revisit to the 1994 former assault weapons ban that expired in 2004 but has yet to be reinstated.

Feinstein, who helped champion the 1994 legislation, said she and her staff have looked at the initial bill and tried to ?perfect it.?

?We believe we have (perfected it). We exempt over 900 specific weapons that will not fall under the bill, but the purpose of this bill is to get ? ?weapons of war? off the street of our cities,? she said.

The senator added she believes President Barack Obama will support the legislation. As a presidential candidate in 2008, Obama said he would support such a ban, but he has been criticized for failing to work toward tighter gun control laws since taking office.

After Friday?s shooting, however, the president signaled a change in policy could soon be in place.

?We?re going to have to come together and take meaningful action to prevent more tragedies like this, regardless of the politics,? Obama said in his weekly address Saturday, echoing remarks he made Friday after the tragedy.

Feinstein on Sunday praised the assault weapons ban of 1994 for surviving its entire 10-year term and predicted a successful future for her upcoming bill.

?I believe this will be sustained as well,? she added. ?You know, all of the things that society regulates, but we can?t touch guns? That?s wrong.?

Congo's president vows reforms, calls for unity

KINSHASA, Congo (AP) ? Congo's president on Saturday vowed reforms to unify the country and appease his opponents as he faces growing criticism and the threat of renewed rebel violence in the country's east.

In his yearly state of the nation address, President Joseph Kabila also called on the country's citizens to mobilize against aggression after the capture and retreat of strategic territories by the M23 rebel group.

"On all three fronts, diplomatic, political and military, we will continue our efforts unabatedly until there is victory and definitive and durable peace for us and our region," he said to hundreds of senators and dignitaries on Saturday.

"After all of these experiences, how can we not see that the attitude and actions of those who repeatedly make war prove that only a strong republican army we will keep our dignity and safeguard the territorial integrity of our country, " he said.

Goma, a city of about 1 million people and a major trading hub for minerals extracted from Congo's lucrative mines, fell to the M23 rebel group on Nov. 20. It took days of negotiations, intense international pressure, and the hammer of United Nations sanctions for the thousands of fighters for M23 to finally withdraw from the regional capital earlier this month.

M23 is made up of hundreds of soldiers who deserted the Congolese army in April. Since the beginning of the conflict, the M23 rebels have called for the Kabila government to fully implement the 2009 peace agreement. As the rebels gained ground in eastern Congo their demands increased to encompass a wide range of issues in Congo including governance, the economy and social matters.

The full list of M23's demands, seen by The Associated Press, includes the resignation Kabila and the dissolution of the national assembly. The rebels called for the creation of a transitional government that would run the country while new elections are organized, starting with local elections.

Kabila on Saturday re-affirmed the importance of discussions in Kampala, Uganda.

"Pursuing the quest for a solution to this armed conflict, the government accepts to meet under the auspices the International Conference on the Great Lakes Region, those who plotted and attacked" Congo, he said.

Kabila also backed charges made by a U.N. report that said Rwanda is backing the M23 rebel group.

"Our country has traversed difficult moments, one and the other, an unjust war has been imposed on us. All that has been said on this war about the aggressions of Rwanda, has been backed by sufficiently documented evidence," on the part of the U.N. he said.

Rwanda denies the charges.

The president's address comes as he also faces growing criticism for his handling of the crisis in the country's east.

On Thursday, the Enough Project expressed concerns about Kabila's leadership and said the current talks between the president and M23 were not inclusive enough to address wider, underlying issues in eastern Congo.

The military controls about 15 million acres in the United States. That?s down by half from a Cold War peak, but enough that growing American cities and towns are increasingly brushing up against those set-aside spaces.

Landscape architects and historians are awakening to the prospects for this little-studied military acreage, examining what Pierre B?langer calls ?the landscape of defense.?

Proof of this awakening came in a recent daylong series of presentations by Harvard Graduate School of Design (GSD) students. Something of a general himself for the day, B?langer, an associate professor of landscape architecture at the GSD, oversaw the logistics of 24 presentations from GSD 1211, ?Landscape Architecture III.?

There were 72 students, in teams of three, along with two dozen faculty and visiting reviewers (including reviewers from Belgium, Britain, San Francisco, and New York City).

Piper Auditorium was converted on Dec. 5 into a 10-hour buzzing headquarters of poster walls on wheels, graceful models of terrain, knots of alert students, and watchful experts in folding chairs.

Each five-minute presentation (followed by a 25-minute interrogation by reviewers) was a culmination of months of work. The student projects answered a challenge that B?langer had posed in September: Design the future of the Massachusetts Military Reservation (MMR).

The reservation brings the landscape of defense to a regional scale. An hour south of Boston, its 22,000 acres occupy about 10 percent of the Cape Cod peninsula, which juts like a claw hammer eastward into the Atlantic. In the lower grip of the hammer is the reservation, a rectangular blot of sandy soil, scrub trees, and marsh bounded by the towns of Bourne, Falmouth, Mashpee, and Sandwich.

Largest ground training facility in Northeast

The site, now home to five commands for land, sea, and air operations, has existed in some form since 1911. On the eve of World War II it was Camp Edwards, which in four months grew from a sleepy outpost to a small city of 30,000 soldiers. Today, it?s still the largest ground force training facility in the Northeast.

As with many military bases, the site also has a legacy of pollution. Pollutants from spills, test burns, and target practice seeped into the ground. Thirteen contaminated plumes of groundwater radiate outward from the Sagamore Lens, an underground formation 300 feet thick that supplies freshwater to most of the Upper Cape. (A groundwater lens, shaped like a convex monocle, is a layer of freshwater suspended above a denser layer of saltwater.) In 1989, the reservation was added to a federal Superfund list of gravely contaminated sites.

The reservation is amid transition. Faced with shrinking budgets, the Department of Defense is searching for a new model for its domestic bases. The MMR is among the bases in a regional planning process that invites ideas for their future.

?The studios are very timely,? said Sharon J. Rooney, M.L.A. ?86, chief planner for the Cape Cod Commission and one of the two dozen project reviewers. ?Who knows what the future will bring??

The students bring imagination and perspective to the challenge, she said, along with ideas for ?integrating civilian uses into the fabric of the base.? (There is a county jail on the reservation now, and some shared fire services.)

Included in studying the base is B?langer?s notion that ?ecology is a matter of national security.? In an age of degraded ecologies, civil protections exist in clean water, untainted soil, and robust biodiversity.

Students were asked to focus on the reservation?s ?central impact area,? the 12,000 most contaminated acres just south of the Cape Cod Canal. B?langer instructed students to look at ecology as a driver for economics, to look at ways to protect resources and optimize energy use, and to look at the site as a ?proving ground? for other U.S. military sites in transition.

Design studios are a crucible in which theory and practice meet. The results that the students presented were imaginative. At least two teams envisioned a place where veterans could transition from military to civilian life ? in one case, by living in converted railcars while doing remediation fieldwork. (Rooney liked the idea of the base as a place that could help allay post-traumatic stress disorder.) Other projects envisioned a site for energy experiments with biofuels and algae. (The reservation has many hardy stands of pitch pine, scrub oak, and juniper.)

Other student teams saw the reservation as a place for the military to test camp strategies for tactical exercises, survival practices, and disaster relief. Some envisioned it as a civil engineering laboratory where military experts would construct barrier islands as models of urbanized coastal protection, templates that could be employed on a regional scale in an era of rising seas.

Battalions of plants to aid the environment

Another team envisioned ?plant battalions,? nurseries for the tree, shrub, and aquatic plant species needed to stabilize Northeastern coastlines.

Others suggested making the contaminated area a ?phytolab??to investigate how plant matter can remediate sullied land and groundwater?or making the area into an outdoor laboratory for robotics, with unmanned machines that could seed, irrigate, or locate landscapes in need of reforestation.

More than one project envisioned a training ground for pilots controlling unmanned aerial vehicles. Such military surveillance and attack technology, after all, could make airborne assessments of ecosystems, or even drop ?seed bombs? where needed.

The project ?Rights of Way? proposed having the military share the space with civilians. A seasonal clock could schedule times for hunting, hiking, and bird-watching, along with traditional military uses.

Given the site?s proximity to rail and heavy industry, another project would augment the poor soil with waste from New England industries, including wood ash and cement dust. Students said the results could be profit and rich topsoil.

In every student project, representation was prized. Wall-size mobile posters looked like works of art. But don?t let presentation trump clarity, said one reviewer, echoing others, because ?otherwise it becomes more of an aesthetic than a tool.?

In some cases, the reviewers also suggested that one project may really be two or three. ?Securing Ground,? for instance, envisioned a training center for a joint military construction battalion; a testing ground for barrier islands and barrier beaches; a control center for an offshore wind turbine farm; and an alternate emergency evacuation route. This proposal, said a reviewer, ?is trying to solve a lot of problems at once.?

At day?s end, 16 reviewers sat in a line in front of the capacity crowd. The experts were kind, but spoke pointedly too: Present more explicitly; explain your concepts; edit.

From the audience, Charles Waldheim, chair of the Department of Landscape Architecture, marveled at the day?s smooth-working teams of three, half of whose members were ?civilians? a year ago. (The course includes students grounded in other disciplines before starting at GSD.) ?Where are the divorces?? he asked. ?Where are the teams that fell apart??

There were none, agreed B?langer. ?I don?t think there was one minute wasted today,? he added, ?or one breath wasted.?

The biggest lesson may have been to remove what B?langer called the ?military shadow? over the process of reinvention. ?These are a lot of good ideas,? said Rooney, a regional planner and landscape architect with more than a decade of ties to the reservation. ?The military are people too.?

Most people throw away the glass shards from ornaments but if the broken ornament has sentimental value or the bits are pretty you can always break it down into glitter and use that broken-glass-glitter to fill the inside of a transparent ornament.

Household project weblog Grathio Labs shows how you can safely reduce your broken ornament to glass glitter by adding the broken pieces to a freezer bag, double-bagging that bag in another freezer bag, and smashing the bags with a hammer until your glitter reaches the desired consistency. Fill the inside of a transparent glass ball ornament with Modge Podge or another clear-drying glue and use a funnel to pour the glass glitter into the ornaments. Cover the opening of the ornament and shake it until the inside surface of the ornament is thoroughly covered. As the glue dries over the next several hours it will become transparent and your ornament should start to resemble the ones in the above photo.

Apple off the hook in EC's ebook investigation -

The European Commission has dropped its case against Apple and four major publishers over ebook price fixing.

Apple has now agreed to commitments with the European authority, alongside the four publishing companies, Simon & Schuster, Harper Collins, Hachette Livre and Verlagsgruppe Georg von Holtzbrinck. ?This will mean that agreements to keep prices fixed at higher rate be terminated, with a commitment to allowing retailers to set their own prices for at least the next two years.

Freedom to sell at lower prices will benefit retailers such as Amazon which offer e-books at less cost than those advertised by Apple.

Previously, Apple and the publishers agreed to move away from a wholesale model of sales, which allowed ebook retailers to set their own prices and use discounts, to an agency model, which meant that prices could not be set lower than on the Apple Store. ?

This practice was deemed uncompetitive by the EC, which launched an investigation, linking with a similar case put in place by the US Department of Justice.

"While each separate publisher and each retailer of e-books are free to choose the type of business relationship they prefer, any form of collusion to restrict or eliminate competition is simply unacceptable," EC vice president Joaqu?n Almunia said.?"The commitments proposed by Apple and the four publishers will restore normal competitive conditions in this new and fast-moving market, to the benefit of the buyers and readers of e-books".

Apple and the publishers have now agreed to terminate ongoing agency agreements, the EC stated, and to exclude certain clauses from agreements made over the next five years.

Proceedings opened in December 2011, with a fifth publisher, Pearson, also implicated. ?The EC is involved in ongoing discussions with the owner of publishing house Penguin to reach make similar commitments.

The EC said that the companies would not receive financial penalties as a result of the anticompetitive pricing practices, in order to bring about a speedy resolution for the fast moving market. A potential fine had been discussed, with Apple potentially being told to hand over 10 percent of its global earnings, which could have amounted to $15 billion.

One author told TechEye that the EC's decision, resulting in temporary commitments, failed to address underlying concerns in the publishing industry.

"The deal is short term and in a few years Apple and its cronies could go back to the current situation," we were told. ? "At the same time there is no checking of the power of Amazon on the market.?

"In short, the EU might have delayed the problems that are already existing in the ebook market, but they have not resolved them."

Alzheimer's-plagued Colombia region is focus of drug trial

YARUMAL, Colombia ? The unusually high incidence of early-onset Alzheimer's disease in this isolated cattle town has thrust it to the forefront of global efforts to find a cure for the debilitating malady.

Next spring, 100 residents of this region in northwestern Colombia who are known to carry a mutant gene linked to the disease will begin taking a therapeutic drug produced by the U.S. biotechnology firm Genentech. The five-year clinical trial, called the Alzheimer's Prevention Initiative, will cost $100 million. The effort is backed by the U.S. National Institutes of Health and includes UCLA.

What sets this drug trial apart is that the patients, most of them in their 30s, will begin treatment long before they show symptoms of Alzheimer's. Researchers hope the drug will prevent its onset by blocking or slowing the formation of amyloid plaques in the brain that are associated with the devastating illness.

Because of a rare genetic predisposition among interrelated families, scores of residents here and in surrounding towns are getting Alzheimer's by their late 40s, about 15 years ahead of the norm. The cases can be traced to a "founder effect": a common ancestor's "misspelled" gene, passed down over generations, that makes developing Alzheimer's a virtual certainty.

"It's a heavy burden for the relatives when the victims have to stop working and raising their children at such an early age," said Carlos Orrego, administrator at San Juan de Dios Hospital, Yarumal's biggest. "For the families, the burden can last a very long time."

But the tragic circumstances also make this community an ideal place to test the Genentech drug, called crenezumab, which attacks beta amyloids and prevents them from becoming toxic.

Dr. Francisco Lopera, a co-manager of the trial and a neurologist at the University of Antioquia medical school in Medellin, 80 miles south of here, said it's the first test of its kind to be carried out on apparently healthy people. Lopera confirmed the genetic link to Alzheimer's cases here in the 1980s.

"Anti-amyloid drugs have been used before, but they have failed because they have been taken by patients already suffering from dementia ? in other words, too late," Lopera said. "We are optimistic. We aren't sure it will prevent the disease, but it could delay it for many years, and that's important."

A hundred carriers of the mutant gene will take the drug over five years, and 100 carriers will take a placebo, as will 100 at-risk people who do not have the mutant gene.

A "branch study" also will be conducted at UCLA's Geffen School of Medicine, where researchers have discovered a similar genetic disposition among members of an extended family from Jalisco state in Mexico. As many as 30 who have immigrated to Southern California could take part, neurology professor Dr. John Ringman said.

"It's an exciting and wise investment by the U.S. government in the cutting edge of Alzheimer's research," Ringman said. UCLA is looking for more at-risk patients to participate.

As many as 150 other U.S. patients who are Alzheimer's "mutation carriers" will take part in the trial at a dozen sites, said Dr. Eric Reiman of the Banner Alzheimer's Institute in Phoenix and a co-leader of the project. The inclusion of American patients is important so that Colombians don't feel exploited, he said.

"We think it's important to share benefits and risks with families in the United States," Reiman said.

The Alzheimer's Prevention Initiative is the "cornerstone of the U.S. government's national plan to attack Alzheimer's disease," he said.

The high-stakes research project reflects the growing health threat that Alzheimer's represents. An estimated 5.4 million Americans suffer from the disease, including 1 in 8 Americans older than 65. The percentage will grow in coming years as the population ages.

The cost of treatment and caregiving for Alzheimer's patients is soaring past $200 billion a year, according to the Alzheimer's Assn., providing ample incentive for the government to help find a cure.

To track the drug's progress in inhibiting plaques, patients will receive intravenous injections of a lightly radioactive imaging agent that will bind to amyloids floating in the fluid surrounding the brain. Patients will then undergo periodic brain scans to see whether the amyloid plaques are forming.

Genentech, which spent five years developing crenezumab, is shouldering $65 million of the study's $100-million cost. The NIH and the Banner Alzheimer's Institute are financing the balance.

Richard Scheller, an executive vice president of Genentech, said crenezumab has proved effective in blocking Alzheimer's-like symptoms in laboratory mice.

The trial could also prove or disprove the hypothesis of many researchers that amyloids are at the root of Alzheimer's, which is still a mystery.

"Amyloids are the target," UCLA's Ringman said. "A guaranteed slam-dunk target? No. But it's the best we've got."

Said Scheller: "I've been a scientist a long time and sometimes complicated experiments don't work. But based on encouraging results so far, I'm cautiously optimistic we can help these folks."

Keeping map data relevant's a full-time job -- just ask Nokia, Google and, yes, even Apple. Which is why Microsoft may be gearing up to offload some of that heavy lifting to users in the augmented reality guise of mobile gaming. Or at least that's one possible future outlined by a recently surfaced patent application. The USPTO doc, filed back in June of 2011, clearly lays out a crowdsourced "data collection system" whereby users sent on virtual missions to specific real-world targets would aid in the gathering of up-to-date geo-location data. With its thriving Xbox gaming arm and reinvigorated inroads into the mobile space, it wouldn't be much of a stretch for Microsoft to leverage a bit of corporate synergy to make its own mapping service more accurate, or simply license the data. Whatever the case may be, it's all up in legal limbo for the time being. So, for now, you'll have to content yourselves with AR missions of the Ingress kind.
